Mr. xu specialized in areas are government legal counsel and administrative legal affairs. He has long provided legal services to the Pudong New Area Justice Bureau (formerly the Pudong New Area Legal Affairs Office), mainly participating in the acceptance, trial, and writing of administrative reconsideration decisions of administrative reconsideration cases, with an average of over 100 cases handled annually. He also assisted in the court defense work for cases where the district government was the defendant, and cooperated in the related work of law enforcement supervision, including assisting in law enforcement training and the statistics of relevant law enforcement data. In addition, he handled other legal affairs.

Currently, he is mainly responsible for government legal affairs in the team, providing long-term government legal counsel services to dozens of government units, including legal services for administrative licensing, major administrative decisions, government information disclosure, administrative law enforcement, administrative penalties, administrative reconsideration, and administrative litigation. As the project leader, Mr. Xu has participated in a large number of government legal affairs, such as being responsible for the research of the "Research on Work Guidelines for Information Disclosure, Performance Response, and Administrative Reconsideration" legal project for the Shanghai Housing Administration Bureau; providing the annual administrative reconsideration and administrative litigation case compilation special work for the Pudong Planning and Resources Bureau; providing the special work of the legality and compliance review of the power and responsibility list of Pudong New Area for the Pudong New Area Justice Bureau; providing special legal services for the "Revocation of Rural House Construction Permits" for multiple town governments; etc.Mr. Xu has rich experience in government and public legal affairs.
