Beijing Economic-Technological Development Area Plans to Release Six Measures on Foreign-Invested Enterprises Development

On August 29, the Bureau of Business and Finance of Beijing Economic-Technological Development Area released the Announcement on Soliciting Public Comments on Several Measures of Beijing Economic-Technological Development Area to Promote High-Quality Development of Foreign-Invested Enterprises (Draft for Comment) (the “Measures”) to solicit public comments from September 1 to 5, 2025.
The Measures contain six major policies. First, the restrictions on foreign investment access to manufacturing industry will be fully removed to promote multidimensional upgrading of foreign-invested enterprises. Second, foreign-invested enterprises that have actually paid certain amounts of contractual foreign capital will be eligible for rewards in proportion to their actual paid-in foreign capital, with the maximum reward set to RMB 50,000,000 and the proportion for enterprises in high-tech sectors being subject to a potential increase. Third, the headquarters of multinational companies will be encouraged to further concentrate on research, development, innovation and other functions, and will be eligible for rewards if they meet certain conditions. Fourth, support will be provided to the development of foreign-invested research and development centers and rewards will be granted to the foreign-invested research and development centers that meet certain conditions, including actual payment of certain amounts of foreign capital, patent achievements, etc. Fifth, efforts will be made to improve the environment of international industrial parks. Sixth, the facilities for global talents, education, healthcare, etc. will be optimized and the foreign-related service system will be perfected.
