China Unveils Interim Measures for the Development and Construction Management of Pumped Storage Power Stations (Exposure Draft)

On December 2023, the National Development and Reform Commission, and the National Energy Administration have issued the Interim Measures for the Development and Construction Management of Pumped Storage Power Stations (Exposure Draft) (hereinafter referred to as the “Interim Measures”). The Interim Measures aims to regulate the development and construction of pumped storage power stations through a series of management measures and to promote the high-quality development of pumped storage.
The Interim Measures points out that the National Energy Administration will formulate a medium-to-long-term development plan for pumped storage. Such development plan will be revised every five years, and, among others, the key implementation projects outlined in the development plan will serve as the fundamental basis for the approval of pumped storage projects. The Interim Measures also aims to improve investment in the pumped storage projects by encouraging the utilization of market-oriented approaches, and supporting the main project’s developer to invest in the associated pumped storage projects.
With the implementation of the Interim Measures, China is expected to accelerate the construction of a new energy system, establish a novel power system, and advance the large-scale, high-proportion development of new energy sources.
