Preferential Pilot Program for Foreign High-end Talent and Urgently-Needed Talent Has Been Implemented

Recently, the Ministry of Science and Technology and the General Office of the Ministry of Human Resources and Social Security jointly issued a notice on the subject of carrying out a pilot program of the standard recognition for foreign high-end talent and urgently-needed talents in Beijing, Shanghai, Chongqing, Hangzhou, Guangzhou and Shenzhen. This pilot program will be implemented in the abovementioned six cities for two years.
The standards for identification of foreign high-end talent and urgently-needed talents are relatively broad and there are no strict standards that must be met. The descriptions of the standards mainly contain general words such as “selected for the domestic talent introduction program”, “qualified for the internationally recognized professional achievement recognition standards”, “qualified for the market-oriented foreign talent required by the encouraged category”, “innovative and entrepreneurial talent”, and “outstanding young talent”.
The catalogue of foreign high-end talent and urgently-needed talents is extensive as well, mainly covering new generation information technology, integrated circuit, artificial intelligence, life health, biological medicine, digital economy, new energy, new materials, education and finance, etc.
The abovementioned six pilot cities shall provide a series of facilitation measures for foreign high-end talent and urgently-needed talents, which will be launched in other cities according to the implementation conditions.
