Shanghai Released a Policy to Support Regional Headquarters of Multinational Companies

Shanghai Municipal People’s Government released the Several Measures by Shanghai for Supporting Regional Headquarters of Multinational Companies to Upgrade Capabilities (“Measures”), which shall remain effective from March 1, 2025 to February 28, 2030.
It is specified in these Measures that more efforts will be made to support research and development activities; headquarters with research and development functions will be supported to apply for recognition as high-tech enterprises or technologically advanced service enterprises, which might be eligible for preferential policies such as a reduced enterprise income tax rate of 15%. Headquarters will be encouraged to set up venture capital funds and enjoy relevant tax incentives in accordance with applicable regulations. Headquarters will be encouraged to increase investments, and tax deferral policies for reinvestment of domestic profits by overseas investors will be further implemented. The same supporting policies as those for new foreign investment will be provided to any headquarters intending to utilize retained earnings, such as profits, to expand investments.
