Shenzhen Released 26 Tasks to Accelerate Optimization of International Business Environment

Recently the 2025 Shenzhen Work Plan for Optimization of International Business Environment (“Plan”) was published on the website of the Commerce Bureau of Shenzhen Municipality.
The Plan contains 26 main tasks covering six aspects. For example, it is planned to introduce over 10 foreign-invested telecommunications enterprises and 2 wholly foreign-invested hospitals which will complement the medical strength of Shenzhen in 2025. The restrictions on the business scope of Hong Kong-funded companies will be appropriately relaxed in the fields of medical technology, big data and artificial intelligence, robotics, new materials, microelectronics, etc. Measures such as acceptance of major application materials and further submission or correction of non-critical documents will be explored to improve the convenience of registration of foreign-invested companies. It is also proposed that no less than 80 new venture capital, private securities investment and international asset management and other similar entities will be introduced in 2025. The Plan also proposes tasks on building a multi-dimensional service system for private companies to “go global”, improving the cross-border trade service level of private companies, and vigorously developing new foreign trade business and models.
