NDRC Continues Clearing Restrictions on Access to Foreign Investment Beyond the Negative List

The National Development and Reform Commission (NDRC) of China will continue to clear restrictions on access to foreign investment beyond the negative list in 2023 to attract and utilize foreign investment more vigorously, said Jin Xiandong, director of the policy research office of the NDRC.
According to Jin Xiandong's speech, NDRC intends to work with relevant authorities to implement in-depth the Several Policies and Measures for Expanding the Increment, Stabilizing the Stock and Improving Quality of Foreign Investment with Emphasis on Manufacturing Sector. In addition, the NDRC intends to carry out the new version of the Catalogue of Industries Encouraging Foreign Investment, while guiding foreign investment to input more in advanced manufacturing, modern services, high technology, energy conservation and environmental protection and other fields in central, western and northeastern regions.
Meanwhile, depending on the outline of the 14th Five-Year Plan, NDRC will, in an orderly manner, promote the opening up of areas such as telecommunications, the Internet, education, culture and healthcare to foreign investment. Additionally, the NDRC will improve the Pre-entry National Treatment Plus a Negative List management system by continuing to clear restrictions on foreign investment beyond the negative list, and ensure equal application of policies towards foreign investment.
Moreover, more international industrial investment cooperation activities will be organized to build a platform for multinational companies to invest and for localities to attract investment. Communication channels with foreign-funded enterprises will be further established to deal with problems and reasonable demands raised by the enterprises and provide quality services for them to expand their investment in China.
