Ministry of Commerce Released a Plan to Promote High-Quality Development of National Economic and Technological Development Zones

Recently, the Ministry of Commerce released a Work Plan for Deepening Reform and Innovation of National Economic and Technological Development Zones to Promote High-Quality Development Driven by High-Level Opening-up (“Plan”), which contains 16 items in 5 aspects.
The Plan calls for improving the quality of utilizing foreign investment and supports the idea that foreign investment into fields, such as integrated circuit, biomedicine, high-end equipment manufacturing, in national economic and technological development zones shall be given priority for inclusion in the list of major and key foreign investment projects. The Plan encourages the directing of various funds, including foreign-invested funds, towards emerging industries in national economic and technological development zones to foster and incubate small and medium-sized enterprises. Guidance shall be provided on implementation of preferential tax policies in national economic and technological development zones, such as deferred tax for reinvestment of distributed profits by foreign investors, and fiscal and financial support shall be strengthened. The funds from local governmental special bonds and other sources shall be allowed to support the development of eligible parks and industrial projects in national economic and technological development zones. The eligible developers of national economic and technological development zones shall be supported to diversify financing channels through public listings and other means. More targeted financial support shall be provided based on the actual contributions made by technology-based small and medium-sized enterprises to innovation.
