On February 10, 2025, at the State Council Executive Meeting, the State Council re-iterated that foreign-invested enterprises play an important role in employment absorption, export stabilization, and industrial upgrading. At the meeting it was decided that it was necessary to introduce more practical and effective measures to stabilize existing foreign investment and expand its volume.
The scope of these measures will include the need to expand autonomous opening-up in an orderly manner by deepening pilot programs in relevant fields, fully implementing the requirement to eliminate foreign investment access restrictions in the manufacturing sector, and optimizing the comprehensive pilot demonstration for the expansion of national service industry opening-up. Additionally, the scope of industries encouraged for foreign investment should also be expanded.
Further, the measures should continuously build the "Invest in China" brand by increasing support for reinvestment by foreign-invested enterprises in China, encouraging foreign investment in equity investment in China, and optimizing rules and procedures for foreign investment mergers and acquisitions.
The penultimate issue raised was that the measures should ensure equal treatment for domestic and foreign enterprises in government procurement and other work, broaden financing channels for foreign-invested enterprises, and strengthen intellectual property protection.
Lastly, the measures should enhance service guarantees for foreign investment projects and provide more facilitation for the entry and exit, as well as the residence of personnel from foreign enterprises.
