On November 21, the General Office of Shanghai Municipal People’s Government issued Several Policy Measures for Shanghai to Accelerate the Creation of a Global Biomedical R&D Economy and Industrialization Highland, which was implemented on October 31, 2022 and will be valid until October 30, 2027 (the “Policy Measures”).
The Policy Measures propose to optimize the innovative drug licensing system, provide financial support, grant graded rewards for innovative headquarters, and set up a biopharmaceutical board at the Shanghai Technology Exchange. The Policy Measures also suggest exploring, on a pilot basis, a patent open licensing system for universities, research institutes and medical and health institutions to facilitate the practical application of patents.
