China Calls for More Green Efforts from Central SOEs

Recently, the State-owned Assets Supervision and Administration Commission (SASAC) has unveiled the Measures for the Supervision and Administration of Energy Conservation and Ecological Environment Protection of Central Enterprises (the “Measures”), calling on the country’s centrally administered state-owned enterprises (SOEs) to further live up to their responsibilities in promoting energy conservation, and ecological and environmental protection.
The Measures emphasizes that the SOEs shall comply with the national and provincial laws and regulations regarding energy saving and environment protection and stipulates a series of measurements to supervise the SOEs performance on related scopes. The SOEs are also required to establish specific leading bodies to discuss and decide the enterprise’s issues related to environment. The SOEs shall also set up a step-by-step statistical reporting information system for energy conservation. Lastly, all SOEs shall formulate and improve contingency plan for environmental emergencies, along with regular emergency exercise.
The Measures states that the SASAC shall implement dynamic classified supervision and management on energy conservation and ecological environment protection of SOEs, and classify SOEs into three categories according to their industries, energy consumption, emission levels of major pollutants and ecological environment impact.
The Measures also encourage central SOEs to develop green and low-carbon sectors related to their main business and stressed that central SOEs should curb the blind development of low-level projects with high energy consumption and high emissions.
