China’s Power Ancillary Service Rules Benefits Power Transitions

On April 3, 2025, the National Development and Reform Commission and the National Energy Administration have unveiled the Fundamental Rules of the Electric Power Ancillary Services Market (“Rule”), aims to improve the standardization of the services provided by providers of ancillary power services, such as peak-shaving, frequency regulation, standby and ramping.
The Rule consists of 12 chapters, specifying the basic principles for the operation of the electricity markets, such as the primary entities involved in the electric power ancillary services market, the transaction methods, cost calculation, and risk prevention measures. This Rule also recognizes and supports the role of new power ancillary service participants, such as virtual power plants and vehicle-to-grid systems.
With the implementation of this Rule, it is believed that the integrated power generation companies and energy companies will benefit. The Rule is also expected to help promote power plants transition from volume electricity sales to service providers, supporting China’s energy transition and maintaining power system stability.
