Shanghai Issued Special Measures for Implementing Global Partnership Program for Promotion of Foreign Investment

On July 6, 2023, Shanghai Municipal Commission of Commerce released Notification on Issuance of the Measures for Implementing Shanghai Global Partnership Program for Promotion of Foreign Investment (the “Measures”) on its website.
The “Global Partners” in the Measures refers to enterprises, institutions and organizations that establish cooperation with Shanghai in terms of attracting foreign investments, and take advantage of their own strengths and industry resources to introduce to Shanghai foreign investment projects in line with industrial development orientation and support to facilitate implementation of such projects in Shanghai. These projects include, without limitation, internationally renowned accounting firms, law firms, consulting agencies, real estate consultants, multinational banks, well-known venture capital institutions, top sector funds, Fortune 500 multinational companies, chain leaders and leading enterprises of key industries, international cooperation organizations, and functional platforms. In respect of the qualifications, a Global Partner shall comply with PRC legislations and fulfill administrative requirements in PRC departmental regulations; pay attention to and support Shanghai’s development and be committed to making a positive contribution to the attraction of foreign investment to Shanghai; have great reputation and influence in relevant sectors and industries, and strong social competence, extensive information channels on attracting investment and resources of domestic and foreign merchants; be honest and trustworthy, scrupulously abide by professional ethics, and keep business secrets.
The qualified Global Partner will be entitled to certain financial incentives, honors and awards, and preferential treatment in terms of participation in governmental events, policies for talents and visas and endorsements, and the like.
