China Issued Its First Energy Law

On November 8, China issued the Energy Law of the People's Republic of China (the "Energy Law"), which will come into effect on January 1, 2025. The Energy Law aims to support the development and utilization of renewable energy and to promote the consumption of non-fossil energy.
The Energy Law includes nine sections, covering energy planning, energy market systems, energy reserves and emergency response, energy science and technology innovation, energy supervision and management, and other material aspects regarding high-quality development of energy. The Energy Law stipulates that the state will formulate long-term development goals, monitor the development and utilization of non-fossil energy, and establish a minimum proportion of renewables in energy consumption. Notably, the Energy Law seeks to promote the development of new energy by encouraging grid interconnectivity and establishing a market-based system.
By integrating high-quality development with high-level security at the legal level, the Energy Law provides robust legal support for accelerating the establishment of a low-carbon and efficient energy system.
